Trump: Obamacare key provisions to remain

US President-elect Donald Trump has said he is open to leaving intact key parts of President Barack Obama's healthcare bill.

Mr Trump, who has pledged to repeal the 2010 law, said he will keep the ban on insurers denying coverage for pre-existing conditions.

He told the Wall Street Journal that he also favoured allowing young adults to be insured on their parents' policies.

"I like those very much," Mr Trump said of the two pillars of the bill.

It was his meeting with Mr Obama on Thursday that had made him reconsider his calls for an all-out replacement of the Affordable Care Act, he told the newspaper.

Asked whether he would implement a campaign promise to appoint a special prosecutor to investigate his defeated Democratic opponent Hillary Clinton over her use of a private email server while secretary of state, Mr Trump said: "It's not something I've given a lot of thought, because I want to solve healthcare, jobs, border control, tax reform."Meanwhile, protesters angered by Mr Trump's election gathered in several US cities for a third night on Friday. Thousands took to the streets of Miami, Atlanta, Philadelphia, New York, San Francisco and Portland, Oregon, voicing anger at the president-elect's comments about immigrants, Muslims and women.

In a separate interview with CBS, Mr Trump said the parts of Mr Obama's healthcare bill he was "going to try to keep" were "the strongest assets".

He said that while the bill would be repealed and replaced, the changes would provide Americans with "great healthcare for much less money".

He made the statement during an interview with the 60 Minutes programme, which is due to air on Sunday.
Also on Friday Mr Trump put Vice-President-elect Mike Pence in charge of his transition team, replacing New Jersey Governor Chris Christie.
Analysis by Anthony Zurcher, BBC North America reporter

"Repeal and replace" - with emphasis on the former over the latter - has been the Republican mantra when it comes to Barack Obama's healthcare reform for the past six years. Candidate Donald Trump echoed this when he labelled the programme a "disaster" and promised something much better if he were elected president.

Just days after the US public gave Mr Trump the keys to the Oval Office, however, he said there were parts of Mr Obama's signature legislative achievement worth keeping.

The challenge for the president-elect is that the Obamacare features he praises - such as its mandate that insurers cover pre-existing medical conditions - are made possible by portions of the law he has condemned, like requiring all Americans to obtain insurance.

Keeping the law's carrots while abandoning its sticks could prove difficult.

Complicating the matter is that a "revise and reform" effort may not fly with Mr Trump's ardent supporters and the cadre of arch-conservative politicians in Congress, who want to tear up the law "root and branch".

Mr Trump often broke with Republican orthodoxy while campaigning and didn't pay a political price. He may learn that as president he won't get far without his party establishment's help.

During the election campaign, Mr Trump said the government-run health insurance marketplace was "a total disaster" and "a catastrophe".

"Obamacare is just blowing up," he said only last month, while promising his own plan would deliver "great healthcare at a fraction of the cost".

While running for president, Mr Trump did not offer much detail on what he envisaged would be Obamacare's replacement.

The Republican's plan included tax-deductible health savings accounts and allowing insurers to sell coverage across state lines. His apparent change of heart on Friday comes amid a surge in applications to join the plan from Americans possibly fearful it is about to be overturned.

More than 100,000 applicants snapped up Obamacare health insurance on the day after Tuesday's election, this year's biggest sign-up, the Obama administration announced.

About 22 million Americans would be without insurance if the law was repealed.

Congressional Republicans have voted more than 50 times to undo the law.
Though the Republicans have maintained control of the Senate, they cannot repeal the Affordable Care Act in its entirety because under Senate rules, the Democratic minority remain in a position to block the move.

The Republicans could, however, starve parts of the bill of funding through a budgetary process called reconciliation.
The law has not been without its difficulties.

Last month, the Obama administration said the average cost of medical coverage under the bill was expected to rise by 25% next year for those Americans who do not qualify for subsidies.

And about one in five consumers would only be able to pick plans from a single insurer, it added.

Former President Bill Clinton last month called the unsubsidised portion of the law "the craziest thing in the world".

In the US - unlike in many other Western countries - private companies, rather than the government, provide health insurance for most citizens.

BIAFRA: MASSOB, IPOB on their own, not for Igbos, Onyeama explains

The Minister of Foreign Affairs, Mr. Geoffrey Onyeama, has faulted the current agitation for the creation of the Sovereign State of Biafra.

The minister, who spoke in an interview with Vanguard, also questioned the right of current agitators to speak for the Igbos in the country, saying they lack the mandate to do so.

Going back memory lane, Onyeama said what happened with what the late Odumegwu Ojukwu did with the declaration of Biafra was legitimate because he had the mandate of the Igbos to do so.

He said: “Consequent on certain events that had happened, including the Aburi Agreement and they believe it was not compliable. Okpara was there and Ojukwu was the military head of state at that time, so there was legitimacy. But now, they are saying we should create Biafra and there is a grievance that some people have been detained.

“The question that is being asked by Igbo leaders in Nigeria is where did the mandate for today’s calls for the declaration of Biafra come from? When you make a demand, it has to be based on some mandate because we are operating a democracy.

“You saw in the United Kingdom, the Scottish people said they wanted an independent state. There was a mandate because the people had given the Scottish Party the mandate to demand independence. They had a referendum and the people voted on the matter. So the referendum took place because the elected government under David Cameron agreed to that referendum.

The minister also hinted that President Muhammadu Buhari is not against the creation of the Sovereign State of Biafra but only interested in things being done constitutionally.

“What Mr. President said in the case of Biafra is look, that’s okay, the government can decide to hold a referendum and let it be decided democratically.

“A lot of the present agitators were not born between 1967 and 1970. War is the worst thing you can ever have. A war was fought here and it was something we never want to see again. Let us follow a constitutional mechanism, if that is what the people want, let them give a mandate through a democratic process. It doesn’t serve any purpose to result in militancy.

“The President is not saying he is against it ab initio. When there were three regions, the Eastern, Western and Northern regions and there was a push for the creation of the Mid-Western region. It was under Action Group at that time, it was done democratically and constitutionally in the parliament and the Mid-Western region was created. So everybody should calm down and just follow constitutional procedure.

Onyeama also denied some of the people parading themselves as Igbo leaders, saying he does not how they became Igbo leaders.

“The so-called leaders, I don’t know who gave them the mandate to speak for the Igbo. I have spoken to a number of Igbo leaders and they said they even want to come out to make statements on the people agitating for Biafra. People can agitate for what they want but they cannot claim to speak for the Igbo. Who gave them the mandate? In what capacity are they speaking?”, he said.

Anaconda? Fear Grips Maryland Residents After Three BIG 30-Foot Pythons Were Killed (See Photo)

Some security guards of Greenland Estate in the Mende, Maryland area of Lagos State killed three 30-foot pythons in the early hours of Tuesday.

Punch Metro learnt that the killing of the reptiles brought panic into the estate as residents expressed fear for their safety.

It was gathered that the animals were exposed after the dredging activities of the Lagos State Government.

It was gathered that after killing the pythons, the security guards on the estate put them up for sale for N10,000.

The Vice Chairman of the estate, Sola Adekoya, said more than 15 pythons had been killed on the estate in 2016 alone, urging the government to find a lasting solution to the overgrown canals in the area.

He said, “The security men and some squatters caught the three pythons this morning around 8am. The giant snakes were about 30-foot long.

“We have seen more than 15 pythons this year alone; the guards kill them regularly. The reason is that the canals are overgrown and the snakes always hide under the canals. We need government’s intervention on time to avoid any tragedy.”

It was learnt that residents of the area always stayed indoors at night for fear of being attacked by snakes.

A visitor to the area, Adewale Adeoye, told Punch Metro that he saw the three snakes when they were alive.

Adeoye urged the Lagos State Government to create a zoological garden for the animals to preserve them and generate income for the state.

He said, “These snakes are worth a fortune abroad. The Lagos State Government should conduct a wildlife survey in order to preserve threatened animals and plants.

“How can you be talking of a mega city without a green zone or a biological garden? The young men have gone to sell the snakes for N10,000; a generation of rare animal species gone down the throat in less than 24 hours. This merely reflects poverty of ideas in governance.”

Falana slams NBA over call for release of judges

Falana described the NBA’s action as an embarrassment to members of the body who are not corrupt.

Senior Advocate of Nigeria, Femi Falana has slammed the leadership of the Nigerian Bar Association (NBA) for calling for the unconditional release of the judges arrested by the Department of State Services (DSS).

The DSS raided the houses of four Supreme Court judges in the early hours of Saturday, October 8, 2016.

The human rights lawyer described the NBA’s action as an embarrassment to members of the body who are not corrupt.

He also called on the Attorney-General of the Federation and Minister of Justice, Mr. Abubakar Malami to make sure they are arraigned without delay.

He said “In particular, the Nigerian Bar Association which has information on all corrupt judges and lawyers in the country has continued to shield them to the embarrassment of incorruptible members of the bar and the bench.

“The few lawyers who have plucked up the courage to expose corrupt judges and lawyers have been stigmatised and treated like lepers by their colleagues.

“It is on record that when both the Independent Corrupt Practices and other Offences Commission and the Economic and Financial Crimes Commission sent invitation letters to judges suspected of corruption they had rushed to the Federal High Court to obtain interlocutory injunctions to prevent their arrest, investigation and prosecution.”

Adding that “It is on account of negligence on the part of the legal profession that the SSS which screens candidates before they are recommended by the National Judicial Council for appointment as judges has now engaged in the arrest of judges for alleged corruption and abuse of office.”

He also said “It is a matter of grave concern that the legal profession has allowed the denigration of the hallowed temple of justice because of the misconduct of a few corrupt judges.

“For several years, judges who committed grave criminal offences were not prosecuted but merely retired by the authorities on the recommendation of the National Judicial Council.

“Although the National Judicial Council recently recommended the dismissal and prosecution of a judge for extorting the sum of N197m from a litigant the authorities had paid lip service to the menace of judicial corruption in the country.”

Germany Gives Nigeria N16bn To Resettle B’Haram Victims

The German government has announced a commitment of €47.6m (N16.23bn at the official exchange rate of N341.14 to one euro) as financial support to Nigeria for technical cooperation programmes and special project initiatives.

This was revealed by the Leader of a German delegation, Mrs. Renate von Boddien, during a meeting of the Nigeria-Germany Consultations on Development Cooperation, hosted by the Federal Ministry of Budget and National Planning in Abuja on Thursday.

A statement issued by the ministry stated that Boddien disclosed that the commitment was part of bilateral technical cooperation and special project initiative aimed at tackling the root causes of displacement of refugees and speed up their integration under the ‘One World No Hunger Green Innovation’.

This, according to her, will also strengthen Germany’s support for the Green Innovation Centre for Agriculture and Food Sector.

She explained that €22.6m was earmarked for bilateral technical cooperation and special funding lines; €19.9m for special initiatives to tackle the root causes of displacement/reintegrating of refugees; and €6m for special initiatives for the ‘One World No Hunger’ project initiated to strengthen its support for the Green Innovation Centre.

Boddien reaffirmed the German government’s commitment to stay engaged in the priority areas of sustainable economic growth, Nigerian energy support programme and technical cooperation.

She was quoted to have said that the “technical cooperation is being implemented through the pro-poor growth and employment promotion programme in Nigeria, which was inaugurated by the German Ministry of Economic Cooperation and Development and is co-financed by the European Union.

“The objective is to increase employment and income generation for Micro, Small and Medium-sized Enterprises in the three states of Niger, Ogun and Plateau.”
She further stated that other areas Germany was planning to also commit funds included humanitarian support in the North-East, the fight against polio disease and to support technical and vocational education.

The Minister of Budget and National Planning, Senator Udo Udoma, commended the German government for its support and told the German Ambassador to Nigeria, Mr. Schlag Heck, that the Federal Government was working hard to diversify the Nigerian economy.
This, he said, would stimulate growth through agriculture, solid minerals, manufacturing and development of processing zones.

The minister urged German investors to invest in Nigeria and create jobs so as to ensure development, adding that the government had provided enabling environment for investors.

Wetin Happen? Police Officers Molest And Arrest Married Women And NYSC Members Instead Of Prostitutes In Akwa Ibom

Police officers have been accused of violence as they storm an Akwa Ibom suburb to molest people.

The operatives of the Special Anti-Robbery Squad (SARS), Akwa Ibom State Command, on Thursday night caused chaos after they raided a popular Red Light District in Uyo known as ‘Maitama’.

According to TheMail, married women, women with boyfriends and NYSC members were allegedly molested and bundled like resisting goats into the waiting hilux vans

Men of the Nigerian Police Force raided the entrance of the Ewet Housing Estate easily known as Maitama, and the adjoining streets, arresting all female human beings, including married women and female corps members who were celebrating their POP from the NYSC.

Not less than 5 married women who were hanging out with their husbands at different relaxation spots along D-Line, Ewet Housing were allegedly molested and dragged into waiting police Hilux Vans.

Most of the husbands to the women who protested the molestation and subsequent arrest of their wives were equally assaulted for daring to question the operatives of the NPF.

Also, most of the female corps members who celebrated their passing out from the National Youth Service Corps at different locations in Ewet Housing, particularly Maitama were unlucky as they packed into waiting police vans.

Other females who were either hanging out alone or with their male companions were also arrested.

The Police men stormed the area in a commando-style with not less than 7 trucks.

It was learned that the order for the raid was issued by the Commissioner of Police, Murtala Mani. It is understood that the aim was to arrest prostitutes at the red light district but his men didn’t do proper identification, instead going on a wanton arrest of innocent and law-abiding citizens.

The security agents also raided some hotels/motels in Ewet Housing Estate, arresting female guests.

TheMail Newspaper correspondent who was at the scene of the incident reports that those arrested were taken to the Force’s State Headquarters in Ikot Akpan Abia.

Speaking to TheMail, Special Assistant to the Governor on Ethical, Attitudinal and Social Reorientation, Mr. Ime Bishop Umoh popularly known as Okon Lagos said the police have the right to raid any where they find suspicious, stating that it is actually unfortunate if there was any form of police brutality during the raid.
